Notice of Resource Management Act (RMA) Public Hearing Section 101 of the Resource Management Act 1991
The South Waikato District Council hereby gives notice that an independent Hearings Panel, Cherie Lane of Lane Associates Ltd and Tim Manukau of Tim Manukau Contractors have been appointed to preside at the Hearing and will look to hear evidence and submissions regarding the publicly notified resource consent application for 597 Horahora Road, Arapuni.

- Application Reference: RM240115
- Applicant: Kevin & Lynn Tylee
- Proposal: Joint land use and subdivision consent to establish a 73-lot rural-residential lifestyle development (reduced from the original 81-lot plan), introducing an esplanade strip, earthwork controls, and indigenous environmental restoration planting.
- Hearing Dates: Wednesday, 21 October and Thursday, 22 October 2026
- Start Time: 9:00 AM daily
- Venue: Council Chambers, South Waikato District Council, 1-5 Torphin Crescent, Tokoroa
Purpose of the Hearing
The hearing has been scheduled to consider the 33 formal submissions received during the public notification period. Independent commissioners will evaluate testimonies from the applicant’s experts, Council planning officers, and the submitters who explicitly requested to be heard in support of their submissions.

Attendance
Members of the public are welcome to attend and sit in the public gallery to observe proceedings. However, only those who lodged timely submissions and indicated a desire to speak may present or address the panel during scheduled time slots.
