South Waikato District Council votes on preferred reform option

At its 30 July meeting, the South Waikato District Council voted to proceed with a Western Waikato Unitary Option ahead of the Government-imposed 9 August deadline for Head Start Pathway proposals, as part of the Local Government Reform process.

Waipā District Council and Waikato District Council have indicated the Western Waikato Unitary is their preferred Head Start proposal option. The Western Waikato Unitary option also includes the Hamilton City, Waitomo, Ōtorohanga and Taupō councils, although without endorsement currently.

The report tabled to Council noted that at this stage Hamilton City Council's preferred option is unlikely to be eligible, and it is arguable that its realistic alignment is with the Western Waikato Unitary.

To satisfy the Government’s criteria, a proposal must have endorsement by the majority of councils within the proposal, or the majority of the population across the districts directly affected by the proposal.

Following the decision, Mayor Gary Petley said: “This Government-driven process has been incredibly complex and messy, and it’s a real shame that most councils have been left unable to give clear answers or directions to their communities.

“Putting that aside, as it stands – following extensive analysis by staff – we are of the view that the Western Waikato Unitary presents the best alignment and opportunities for the South Waikato.

“This is far from the finish line. This decision does not confirm amalgamation or a point of no return; it simply keeps us at the table and pursuing the Head Start Pathway.”

Eligible Head Start Proposals are expected to be reviewed by the Government in September this year. Council will await further Government guidance before assessing next steps.
