District Water Supply Today

The water supply to the District originates mainly from artesian springs and deep bores.  Council provides four urban and two rural water supply services with a combined reticulation length of 209.6km.

Urban
Arapuni  6.9km
Putaruru 52.2km
Tirau  14.3km
Tokoroa 134.3km

Rural
Athol   1.9km (obtains bulk water from Carter Holt Harvey, Kinleith)
Lichfield Pipes privately owned

The provision of potable water is provided to all urban centres and other selected groups of lifestyle properties.  This service falls under the social branch of the four wellbeings and is considered a core Council activity.  Generally, water supply for Arapuni, Tirau, Putaruru and Tokoroa residents meet the "NZ Drinking Water Standards for 2000", with the exception of some pH levels at Arapuni, Tirau and Putaruru.

The Watermark Business Unit operates and maintains the District’s Water Schemes and responds on a 24 hour basis to unplanned events.

Council’s Aims

  • Promote the sustainable management of the District’s natural and physical resources.
  • Ensure that buildings are safe and sanitary to protect property owners and residents and to maintain standards.
  • Process consents and provide environmental services in accordance with the Resource Management Act 1991.
  • Provide health and licensing services.
  • Enforce swimming pool fencing.

Council provides general protection to ensure public health and safety.  To do this, Council:

  • Produces a “State of the Environment” report for the District detailing the current environmental state of the District, the problems we are facing right now, any possible solutions and any future problems that it foresees.
  • Develops comprehensive environmental monitoring programme for the District and contributes to regional and national monitoring programmes.
  • Enhances the planning processes to help reduce erosion, water pollution and protect natural habitats.
  • Supports environmental initiatives and acknowledges good environmental work.
  • Develops environmental education and recognition programmes.
  • Improves environmental standards for its services.
  • Undertakes ongoing monitoring of recreational water sites within the District.
  • Takes a lead in environmental issues and considers environmental concerns when making decisions.
  • Regularly reviews planning standards to ensure they are current.
  • Maintains an effective consents monitoring programme.
  • Ensures the service is managed and maintained according to a regularly updated Asset Management Plan and operational contract.
  • Monitors drinking water quality maintenance and tests to ensure optimal water quality.

Future Water Schemes

Demand for water due to a declining population base is generally decreasing.  Trends are being monitored.  Future demands are more likely to be about disinfection, hazard identification, more stringent health standards and pump and storage capacity.

Some new schemes:

  • A new bore at Arapuni is planned for 2004/2005, at an estimated cost of $100,050.
  • A Colson’s Hill duplicate rising main, budgeted at $250,000 in 2006/07.
  • Maintenance, renewals or replacements are ongoing programmes for the assets, particularly for fire mains and control equipment.  The programme is set out in the Asset Management Plan and is funded through a targeted rate on a uniform basis for each serviced and separately used or inhabited portion of a property connected and using water.

Council has a maintenance programme to replace fire mains in urban areas.
