Introduction
The purpose of this page is to provide sufficient information for any person who wishes to make application (or renewal) of an Club-licence under the Sale of Liquor Act 1989.
What is a Club-Licence?
An Club-licence authorises the holder of the licence to sell and supply liquor to:
a) |
Any member of the Club |
b) |
Any person who is a guest of, and is accompanied by, a member. |
c) |
Any member of any other club with which the holder of the licence has an arrangement for reciprocal visiting rights for members of the clubs. |
Information Required with Application
An application for a Club-licence is required to be accompanied by the following (3 copies required):
a) |
Application Form |
b) |
A photograph of the exterior of the premises or an artist's impression of the exterior of the proposed premises. |
c) |
A map showing the location of the premises |
d) |
A scale of plan showing |

i)
| Those parts of the premises that are to be used for the sale or supply of liquor. |
|
ii) |
Those parts of the premises (if any) that the applicant intends should be designated as ‘restricted' or ‘supervised' areas. |
|
iii) |
Each entrance to the premises that the applicant intends should be designated as a principal entrance. |
e) |
A written statement from the owner to the effect that the owner has no objection to the grant of the licence. |
f) |
A certificate from Council's Planning Division that the proposed use of the premises meets Town Planning requirements. The fee is $27.00 for this certificate. |
g) |
The prescribed fee of $776.00. |
Processing of the Application
a) |
The application shall be forwarded to:

b) |
A copy of the application will be sent to the Police, Fire Service, Medical Officer of Health and the Inspector appointed under the Act, for a report. |
c) |
The applicant will receive a copy of these reports. |
d) |
Within 20 working days after filing the application, the applicant shall give public notice of the application. |
Objections
| a) |
Any person (over the age of 18 years) who has a greater interest in the application than the general public may object to the grant of a Club licence. |
| b) |
A copy of every objection shall be sent to the applicant. |
Application to Licensing Authority
The District Licensing Agency shall forward the complete file to the Licensing Authority for determination. The complete file includes:
| a) |
The application and supporting documents. |
| b) |
A copy of the public notices and a statement of the dates of publication. |
| c) |
Any objections. |
| d) |
The reports from the Police, Fire Service, Medical Officer of Health and the Inspector. |
| e) |
The certificate of town planning approval. |
Criteria for Club Licence
In considering the application for a Club-licence, the Licensing Authority shall consider:
| a) |
The suitability of the applicant |
| b) |
The days and hours during which the applicant proposes to sell liquor. |
| c) |
The areas (if any) that are proposed to be designated as ‘restricted' or ‘supervised' areas. |
| d) |
The steps proposed to be taken by the applicant to ensure that the requirements of the Act are observed. |
| e) |
The applicant's proposals relating to the sale and supply of non-alcoholic refreshments and food. |
| f) |
The proportion of the membership who are prohibited persons. |
| g) |
The reports from the Authorities. |
Conditions of Club Licence
The following conditions shall apply to the licence:
| a) |
There shall at all times be a Secretary of the Club. |
| b) |
That within 10 working days of the appointment of a new secretary, the club shall inform the Secretary of the Licensing Authority (PO Box 5027, Wellington) of the name of new secretary. |
| c) |
That all proceeds from the sale of liquor shall belong to the club. |
| d) |
That the club has available on the premises a reasonable range of non-alcoholic refreshments. |
| e) |
On granting an application for a Club licence the Licensing Authority may impose conditions relating to the matters in 7(b), (c), (d) and (e) above and the site of the premises in relation to neighbouring land use. |
Variation of Conditions
| a) |
The holder of a Club licence may apply for the variation or cancellation by the Licensing Authority of any condition of the licence. (see over page) |
| b) |
Within 20 working days after filing the application with the Licensing Agency, the applicant shall give public notice of the application (see 4 (d) above). |
| c) |
The procedure as detailed in 6. above applies. The fee is $775.00. |
| d) |
The Licensing Authority then considers the application. |
Duration of Club Licence
| a) |
Every Club-licence shall continue in force |
| |
i) |
Until 1 year after the date of issue; or |
| |
ii) |
If an application for the renewals is duly made, until the application is determined. |
Renewal of Club Licence
| a) |
Every application for renewal of a Club-licence shall |
| |
i) |
Be filed with the District Licensing Agency no later than 20 working days before the expiry of the licence. |
| |
ii) |
Be accompanied with the fee of $776.00. |
| b) |
Within 10 working days after filing the application, the applicant shall give public notice (See 4(d) above). |
| c) |
Objections may be made (See 5 above). |
| d) |
Reports will be received from the Police, Fire Service, Medical Officer of Health and Inspector. |
Unopposed Application to be Granted
| a) |
If no objection is filed and no report raises any matter in opposition to the application, the District Licensing Agency shall renew the licence, subject to the present conditions imposed by the Licensing Authority, for a further period of 3 years. |
| b) |
If there are any objections the Licensing Agency shall forward the complete file to the Licensing Authority for determination. |
Display of Signs and Licence
| a) |
The holder of a Club-licence shall ensure that there is displayed a copy of the licence and conditions, in such a location as to be easily read by persons using the premises. |
